In this case what is meant by adaptive... fully actuated?, Rhodes?, SCOOT?, ?

In any case, as the offset and/or cycle length of the adaptive signal varies there will be interference between that signal and the others since it won't be in sync with them.

This could be interesting to model as the adaptive signal will vary its operation according to what is thrown at it by the other signals. The other way around would also be interesting since the adaptive signal will feed the others in a manner they may not well accomodate.
