A properly programmed and functional conflict monitor (CMU) or malfunction management unit (MMU) reacts to the introduction of an inappropriate signal display.

As with any electronic device, failure is always possible. There are currently many types of these devices in service. Over the years there have been many changes to the specifications, capabilities, and characteristics of these devices. Furthermore, the CMU or MMU is part of a system that has design and condition characteristics that influence its operation.

A couple questions I'd start with are:

1. What specific device type (brand / model) was in place at the time of the incident?
2. What is the maintenance history of the device (e.g. manual or automated testing records, post-incident testing, etc.)?

The first question is key in determining the native characteristics the device type being investigated. The second question focuses on the functional status of the specific device in question.
