In Canada it either means the same thing as a left turn arrow or that the signal is a pedestrian crossing or controlled by a stop sign. The usage apparently varies from province to province. In the United States there are a some places (e.g. Ontario California) that use flashing green to indicate that the signal is green because of an approaching emergency vehicle.
